SMARTE EAST has clear objectives and delivers by sharing expertise and best practice in a structured and managed way. A series of interlinked framework contracts have been, or will be, sourced from the market for services including:

• Construction (Started Jan 2008)
• Project Management (due Summer 2008),
• Design (due 2009)

The objectives are to:
• deliver building construction projects for 10% less than current baseline costs
• improve predictability of delivery to programme
• achieve consistency in quality standards
