SMARTE EAST is a regional partnership, comprising designers, constructors and materials suppliers, for the procurement of capital works and was formed by Essex, Hertfordshire and Suffolk County Councils.
SMARTE EAST works on the simple premise that to effectively deliver value for money local authorities need to share expertise and Best Practice in a structured and managed way whilst consolidating their collective projected spend and bargaining power. By offering a far greater and more consistent workload, within a large geographic region, they become substantially more attractive clients to prospective suppliers. Additionally by offering a consistency within project teams, best practice will be more readily identified offering benefits in terms of time and cost predictability and improved quality.
SMARTE EAST has clear objectives to be delivered through long term alliances based on a thorough understanding of cost and performance in a structured and managed way. These are:
- to improve predictability of delivery to programme
- to achieve consistency in quality standards
- to support local communities and businesses
- to deliver construction projects for less than current baseline costs
