SMARTE EAST is a regional partnership, for the procurement of construction services and project management, it was formed by Essex, Hertfordshire and Suffolk County Councils.
SMARTE EAST works on the simple premise that to effectively deliver value for money, local authorities need to share expertise and Best Practice whilst consolidating their collective projected spend and bargaining power.
Up to April 2011, SMARTE EAST had completed 105 projects worth £62.2m with a further £86m of capital projects underway.
SMARTE EAST has clear objectives to be delivered through long term alliances based on a thorough understanding of cost and performance in a structured and managed way. These are:
- to improve predictability of delivery to programme
- to achieve consistency in quality standards
- to support local communities and businesses
- to deliver construction projects for less than current baseline costs
