SMARTE EAST is an alliance of three East of England local authorities, Essex, Herts and Suffolk, tasked with delivering the ongoing efficiency agenda of guaranteeing value for money. SMARTE EAST has clear objectives and delivers by sharing expertise and best practice in a structured and managed way. A series of interlinked framework contracts have been, or will be, sourced from the market for services including:

• Construction - Framework Agreements signed Aug 2008
• Project Management Single Provider Selected Aug 2008,
• Design (due 2009)

The objectives are to:
• deliver building construction projects for 10% less than current baseline costs
• improve predictability of delivery to programme
• achieve consistency in quality standards
